Date: 03.02.2003 PRESS RELEASEPartial and Insufficient RevisionThe Union for the Reconstruction of Romania - URR is stating that the nowadays proposals for the revision of the Constitution are representing half a step forward, especially if we are taking in consideration the difficulty of their adoption. There are nothing more than half of reform the PSD has tried to make us adjust to so far which are creating more confusion than are clarifying the issue.
Thus, the new Constitution will still contain the demagogical estimation of free state-supported education which is unsuitable to the universitary level and which is already violated in practice by every state universities by ridiculizing the fundamental law of the country in the very institutions that are preparing the people that are supposed to defend and to manage it.
The delimitation of the parliamentarian immunity is almost useless if the search and the arrest of the members of the Parliament are almost as difficult to obtain.
Likewise, the delimitation of the disastrous practices of the emergency ordinances is quite partial, that will allow the Executive to continue, at his turn, to neglect the Parliament.
By making no differences between the Chamber of Deputies and the Senate
means that either it will follow a relinquished of the uninominal vote
in the Senate - issue that was long debated - either the Parliament will
still remain completely non-operational. Both of the two variants are
denoting a huge lack of understanding of the very functioning mechanisms
of a modern society from those who were managing the revision of the Constitution.
As for the deny of the PSD to stop the parliamentarian migration by withdrawing
the mandate of those that are abandoning their party will maintain the
same instability of the actual political scene of Romania.
