Date: 09.30.2003 PRESS RELEASEPublic Money, Private Expenses, Obscure InterestsThe Union for the Reconstruction of Romania - URR is thinking that the study of the Academic Society of Romania on the way the public money are being spent on publicity shows an inefficient administration, in contempt of the tax-payer's interests. Likewise, we feel that it is quite inadmissible that many ministries and public institutions, starting with the Public Administration Ministry and a few district town halls to not make public such information.
It is immoral the way in which state-owned companies which have huge expenses for publicity, as CFR (The Romanian Railroads) are refusing to make public these data, by speculating a law error. The Union for the Reconstruction of Romania - URR is sustaining the SAR proposition of law amendment so that any expense made out of public money should be considered of public interest. Likewise, we are sustaining the idea that these expenses should be made public even when they are making the object of commercial relations.
The Union for the Reconstruction of Romania - URR is thinking that the public institutions and the state owned companies should have the obligation of making public not only the ciphers of these expenses, but also to motivate their utility and to prove the efficiency of the expense. Now, very important amounts of money of the ministries budgets for media campaigns are being spent away, because these campaigns do not hold any benefit for the citizen, being nothing else but hidden electoral propaganda. |
