For A Fair Electoral System

The Union for the Reconstruction of Romania - URR is sustaining the approaches of the Pro Democratia Association and the Alfa Cartel in favor of the compensated uninominal vote which ensures the proportional representation of the parties. We find quite irresponsible the governing party's propositions sustaining from time to time the pure uninominal vote; this would bring over 60% of mandates to a party that has been voted by 40% of the votants, thus destroying the precarious equilibrium of the today's parties. We are also sustaining the independence of the Permanent Electoral Authority, the only one which can secure a correct electoral process.

Likewise, we find irresponsible and dangerous the way in which the parliamentarian committee that was supposed to elaborate the project of the electoral reform not only didn't end this task in due time, on September, the 30th, but it didn't even have any meeting at all. This inactivity is not only because of indifference, or parliamentarian truancy. It is a necessity in order to enter before the elections in a well calculated time crisis so that almost any law project the governing party prefers would be adopted in an emergency regime, despising the civil society.

We are sustaining the substantial decrease of senators and deputies number. This would make the legislative process more efficient and it would not make it more abstract, because the less those parliamentarians, the more responsible. In the present parliament besides the truancy that has become a second nature there are numerous parliamentarians that have no activity, except for the rising of their hand when commanded by their leader. Moreover, the legislative organ has become the first one that is trespassing laws, because of the well known "busy" parliamentarian's habit of voting with the aid of some intermediaries.

This is why we ask all the Union for the Reconstruction of Romania - URR members and sympathizers to take part in the Monday meeting, on the 3^rd November, at 13 o'clock. This meeting is organized by the Pro Democratia Association and the Alfa Cartel in front of the Parliament in order to orally communicate the parliamentarians our demands that cannot find time for us in their too busy agendas.
